University Participation
The proportion of a population that enrols in university education is referred to as the participation rate. To meet its stakeholder's needs, the MPHEC has established a set of participation rate measures. These measures inform questions about: the general demand for universities in the region, the extent to which a province's universities serve its population, and the tendency for a provincial population to engage in a university education in the region, or anywhere in Canada.
